Japan, early 17th century. The years of war are over and the country is unified under the Tokugawa shogunate, but the peace remains fragile. The ninja-samurai Sarutobi Sasuke serves as a spy for the neutral Sanada clan and finds himself caught between two rival factions: agents of the shogunate and those loyal to the Toyotomi clan.
A Toyotomi spy, Mitsuaki Inamura, approaches Sarutobi with news that a high-ranking shogunate agent, Tatewaki Koriyama, plans to defect. Sarutobi believes this could reignite war and wants no part in it, but Inamura pleads for his help, as enemies are already closing in on him.
